Files contain the plan of service developed by each local office in relation to the general trends of the Employment Service. The Wisconsin Employment Service was established in 1934 under the jurisdiction of the Industrial Commission (WIHV85-A2180) as part of a federal-state system of public employment offices. Authorized under the Wagner-Peyser Act of 1933, the program was designed to facilitate full employment and to promote employment stability through a system of district offices.
